OVERALL DESCRIPTION
This position coordinates closely between Service Planning and Bus Operations/Street Supervision of Ends of Lines and City and PennDOT initiated roadway projects, including stop consolidation, ADA accessibility, and support for transit priority projects. In addition to supporting transit priority work, this position is also responsible for planning projects that maintain and update SEPTA's fixed route bus network.
SPECIFIC RESPONSIBILITIES
Conducts research and analysis to determine the feasibility of making changes to the existing route structure or the establishment of new routes, including in-field studies and liaison work with internal departments, City and County planning commissions, employers and citizens’ groups.
Employs GIS, spatial analysis, and other statistical methods to fortify a data-driven decision making process when evaluating service planning, and roadway projects that can be communicated with internal and external stakeholders.
Prepares and analyzes passenger count data or passenger survey information to represent rider needs in roadway projects.
Utilizes census, demographic, and other data to analyze existing and proposed bus route alignments, corridors, and subareas.
Prepares written recommendations and justification for service improvements, including operating costs and rider estimates.
Coordinates the preparation of SEPTA route proposals, tariffs and related informational material for recommended service changes.
Assists Director with the public hearing process, develops and presents testimony as required for recommended route changes and service improvements.
Coordinates between Bus Operations/Supervision on End of Line facilities; and City- and PennDOT initiated roadway projects, including stop consolidation, ADA accessibility, and support for transit priority projects. Represents Service Planning in all transit coordination meetings with external stakeholders. Coordinates in the preparation of SEPTA data as requested by partner agencies, such as the FTA, PennDOT, DVRPC, the City of Philadelphia and the Suburban Counties.
Support end of line analysis through operational analyses and communicative graphics.
Performs other related duties as assigned/required.
QUALIFICATIONS AND EXPERIENCE
B.A. or B.S. Degree (Urban Planning, Transportation Planning, Geography or related field preferred) and one to three years relevant planning experience required.
An equivalent combination of education/experience (two years of experience equating to one year of post high school education) may be considered in lieu of the above.
A Master’s Degree in related field may be considered in lieu of experience.
Excellent verbal and written communication skills, as well as excellent analytical skills and problem solving skills required.
Proficiency using Geographical Information System (GIS) and Adobe design software is required.
Ability to read site plans and engineering design plans.
Must possess a valid driver’s license.
Candidates may undertake a planning exercise as part of the recruitment process.
IDEAL QUALIFICATIONS AND EXPERIENCE
Computer experience with Microsoft Excel required. Experience with R studio or other data management programs preferred.
Familiarity with SEPTA routes and operating procedures, and the geography of the five (5) County Southeastern Pennsylvania region is preferred.

OVERALL DESCRIPTION
SEPTA’s Information Technology Department leads and directs the network infrastructure and security, enterprise applications, customer service tools for navigating SEPTA’s extensive transportation network and for paying fares, business specific applications, desktop product service and support, training, and employee communications. IT employs a staff of approximately 80 employees along with key consulting relationships and manages an annual current capital budget of $12.7M and an current annual operating budget of $25.7M. The ideal candidate will be a visionary and strategic leader of SEPTA’s IT Department and part of SEPTA’s senior executive leadership team with the experience, discipline, passion, and sound judgment required to provide secure and reliable delivery of customer-facing and employee required IT tools and resources necessary for SEPTA to meet its mission. This role reports to the GM/CEO.
SPECIFIC RESPONSIBILITIES
1. Leads IT Department to ensure innovative, practical, maintainable, secure, and reliable delivery of customer facing and employee required tools and resources to support SEPTA’s mission.
2. Develops, fosters, and maintains a customer-focused and collaborative approach to enable the development of meaningful, productive, and efficient IT solutions and services.
3. Collaborates with other Divisions on standards for data formatting, data management, data security and data integrity.
4. Develops and implements, in collaboration with other Divisions, on a long-term technology strategy that ensures system resiliency and security.
5. Establishes and implements a governance strategy and system that provides for input and feedback from internal and external customers and trusted outside experts.
6. Develops metrics to measure success and identify needs and holds the IT Department accountable to support SEPTA’s mission.
7. Directs the management and administration of required vendor contracts to support IT services and ensure those services are delivered to meet requirements efficiently and securely.
8. Retains, recruits, and develops the talent needed to support the delivery of IT services SEPTA requires to satisfy its mission.
QUALIFICATIONS AND EXPERIENCE
Bachelor’s Degree from an accredited college or university in Computer Science, Information Systems, Business Administration, or related field required.
Requires at least fifteen (15) years of IT experience demonstrating an upward progression in skill, professional development, increased scope and complexity of responsibilities, and management and leadership.
Requires prior experience as a Chief Technology Officer, Chief Information Officer, Chief Information Security Officer, or similar high-level, IT-related leadership role.

Monitor and evaluates the performance and skill levels of various types of technical and service personnel.
Implement Authority practices and policies consistent with "good industrial practice".
Develop cost effective maintenance practices for implementation throughout operations.
Plan and forecast material and labor needs consistent with operating requirements within depots.
Responsible for collecting data on units/repairs to tract reliability, and perform trend analysis.
Assists Engineering in various design changes in an effort to improve rail vehicles and customer service issues.

Implements, operates, and maintains procedures for testing equipment, also provides proper calibration schedules and guidelines.
Evaluates existing prints, schematics, etc. Works with Engineering to get documents updated so they can be reissued using the ECN system.

Provides technical assistance and support in the body repair of damaged rail vehicles. Must be familiar with state-of-the-art repair and measuring techniques.
Responsible for scheduling collision repair activities and processes work orders for sheet metal shop fabrication jobs. Must ensure vehicle integrity and crash worthiness of collision repairs.
Inspects and prepares damage estimates for collision vehicles.
Oversees all body, sheet metal and painting work assignments.
C. Machine Shop/Truck Overhaul Disciplines
Supervises all machine shop activities, ensuring that rail vehicle wheels and axles meet required standards.
Supervises the rebuilding of rail car trucks and component making in accordance with quality standards and schedules
D. Running Repair/Yard Discipline

High School Diploma or equivalent, plus two (2) years advanced technical training in field of specialization. Three (3) years relevant Vehicle Maintenance experience required.
In lieu of two (2) years technical training, four (4) additional years of relevant maintenance experience may be considered; however, advanced technical training may be required for some positions.
Mainframe or PC experience required.
Familiar working in a unionized environment.
Must possess acceptable attendance, performance and safety records.
Valid Driver's License required (CDL may be required based on discipline).
Excellent interpersonal, verbal and written skills required.
Supervisor experience preferred. We prefer candidates who have at least three (3) years of fleet maintenance experience within the last five (5) years of employment.
