The selected Engineer will:

  • Work within a team of engineers on design and production of highway construction drawings

  • Occasionally visit work site(s) and report findings to other experienced engineers and/or project managers

  • Communicate with clients regarding project issues, hold and attend meetings

  • Assist with defining scope of work and staff-hour requirements for client proposals

  • Assist project managers in ensuring that project/task schedules and budgets are met

  • Ensure work efforts for assigned tasks fall within established budgets

PROFESSIONAL REQUIREMENTS

  • Bachelors’ Degree in Civil Engineering at an accredited University or College

  • Professional Engineer’s License in PA or ability to obtain through reciprocity

  • Minimum 6-8 years of engineering experience

  • A basic knowledge of Federal Aid and PennDOT design standards, practices, and procedures

  • Experience on roadway design and plans preparation for PennDOT preferred

BRIDGE CIVIL ENGINEER I

SUMMARY

Bridge Inspection Team Leader / Bridge Project Engineer

The candidate should be a team leader as defined by PennDOT’s Publication 238 by either licensure or experience.  They will manage the planning, inspection and safety evaluations of state and locally owned bridges and assist in preparing inspection reports. Their inspection experience should include prestressed concrete, steel, and timber structures and they will be responsible for mobilization, site supervision and safety, and inspection reports. They will ensure the inspection team is prepared for field work, coordinating the necessary access equipment and MPT to perform each job and meet NBIS requirements. As needed the candidate will gather the necessary field documentation and perform or oversee structure load ratings.

The position will also perform general civil/structural engineering duties, project management, and business development activities. Under general to limited supervision, analyzes engineering data, produces computations and construction plans for civil engineering projects such as roads, airports, bridges, pipelines, tunnels and water/wastewater systems.

Essential Duties

Bridge Inspection Team Leader Duties:

  • Leads bridge inspections as a team leader

  • Coordinate inspection field work, evaluate bridge conditions, and write/review inspection reports

  • Accurately identify priority maintenance needs, develop repair recommendations and coordinate with the Project Manager

  • Ensure timely submission of inspection documents and compliance with NBIS, and other local, state and federal regulations

  • Oversee inspection assistants, coordinate traffic control sub-contractors, schedule man-lifts and under-bridge cranes for inspections, as needed

  • Assist, or perform Project Manager tasks, attend client meetings, and provide technical leadership.

  • Mentor bridge inspection team members

  • Use hand tools, ladders, mobile elevated work platform and other equipment necessary for proper evaluation of bridges

  • Traveling 20-30% of the year within PA is anticipated

  • Design and Load Rating Duties (may vary depending on experience but generally include):

    • Prepares moderately complex studies, construction documents, maps, basic reports and other supporting documentation to support structural evaluation and design.

    • Prepares or supervises routine and complex load ratings of structures.

    • Prepares quantities, cost estimates and project technical specifications.

    • Interprets data and prepares drawings for highways, structures, and water/wastewater projects.

    • Demonstrates proficient skills using various CAD and Microsoft Office programs to produce high quality design documents, exhibits, computations and reports.

    • Reviews shop drawing for conformance with contract plans.

    • Assists with defining scope of work and man-hour requirements.

    • Assists with proposal production and implementing marketing initiatives.

    • Assists Project Managers and other Engineers in ensuring that project/task schedules and budgets are met.

    • Coordinates with design technicians to ensure timely and accurate deliverables.

    • Prepares documents for regulatory agencies to obtain required permits.

  • Assist with teaching the Bridge Inspection training courses

  • Assist with on-site support at PennDOT’s Bridge Office as client staff augmentation

    • Assist with development and testing of BMS3 which will replace BMS2 and iForms

    • Assist with rewrite of Pub 100A to accommodate transition to BMS3 & FHWA’s new SNBI coding guide

    • Assist with database queries and support for bridge inspection data

  • Other duties as assigned.

PROFESSIONAL REQUIREMENTS

  • 5+ years of bridge design, analysis, inspection, and related experience

  • Bachelor’s degree in Civil Engineering with a focus on bridges or structures from an ABET Accredited University

  • NBIS Qualified bridge inspection team leader as defined by PennDOT’s Publication 238

  • Certified Bridge Safety Inspector

  • Fracture Critical and Tunnel Inspection Certification - Preferred

SENIOR BRIDGE CADD DESIGNER

Working closely with our PennDOT Pathways Team and our Harrisburg office, as well as our Great Lakes Region transportation professionals, this individual will be responsible for aspects of design, detailing and plan preparation for the major river crossing structures under Michael Baker’s efforts. 

As a part of our Pathways team, the CADD Technician produces plans for the structures design and assists in ancillary plan preparation including Roadway, Traffic Control, E&S and miscellaneous detailing. You will leverage your knowledge and skills to prepare final drawings, details, construction details as required within the MicroStation environment.

  • Prepare engineering drawings and details for final plan sets.

Land Development Engineer

DESCRIPTION

Michael Baker International is seeking a Land Development Engineer (Civil Engineer II) to join the Civil & Environmental group in our Harrisburg, PA office.

The Land Development Engineer will be a Civil & Environmental team member for all aspects of due diligence, entitlement, final design, and plan preparation for a variety of residential, commercial, industrial, higher education, and mixed-use development projects. Responsibilities include civil design for street, sewer, water and storm drain improvement plans, site design, retaining walls, existing utility evaluation, hydrology and hydraulic calculations, and rough and precise grading.

Additional duties include:

  • Leading design project teams, client deliverables and quality management

  • Talent management, including coaching and mentoring new staff

  • Project execution, from project planning and entitlement through construction support

  • Participation in marketing and business development, including proposal preparation

  • Perform complex structural analysis and prepare design calculations

Proposal/Marketing Specialist

JOB DESCRIPTION

Michael Baker International is seeking a Proposal/Marketing Specialist to join the team in our Harrisburg, PA office. The successful candidate will report directly to the Sr. Vice-President/Office Executive. They will work with the Office Executive, Technical Directors and Division Managers to write and prepare client proposals, project deliverables, develop presentation materials for client submissions, track opportunities, lead proposal development efforts while guiding technical personnel and maintain internal tracking systems. TRANSIT PLANNER - ENTRY LEVEL

Michael Baker International is seeking a Civil / Environmental Department Manager (CEDM) to lead our multi-disciplined Harrisburg, PA team. This position will be based in our Harrisburg, PA office and a hybrid (home/office) work situation is also available. The Structural Department Manager is responsible for the Bridge & Structures Design group which includes a staff of engineering professionals involving design, inspection and on-site support. CIVIL ENGINEER II - HIGHWAY

Rail Bridge Design Associate

As a part of our Construction Inspection Team, the Construction Specialist Project Superintendent will help ensure the construction of various buildings is performed and managed according to the plans and specifications. You will build and maintain relationships with the client managers. You will act as an agent of the client in dealing with contractors. The larger portion of your week being spent in the office managing, coordinating, documenting, and reviewing the various aspects your project. The lesser portion of your week will be spent on site, walking the job, resolving issues with your field staff, obtaining real time updates, and building project rapport with those present.

COMPENSATION

The compensation range for this position is $57,569-$86,354 in Harrisburg, PA and will be dependent on the experience and skill set of the incoming candidate.

Public Transit Department Manager

Job Description

Michael Baker International’s Harrisburg, PA office is seeking a Public Transit Department Manager to lead its dynamic and growing public transportation services team, which delivers innovative technical planning, policy and finance services to State Departments of Transportation, metropolitan planning organizations (MPOs), and public transportation agencies in Pennsylvania and beyond. 

The successful candidate will report to the office’s Planning Division Manager and be responsible for managing the Public Transit Department’s staff and delivering a diverse portfolio of technically challenging public transportation projects from Michael Baker’s Harrisburg, PA office location. In addition, the successful candidate will also be responsible for coordinating and collaborating with Michael Baker’s National Rail & Transit Practice team members and network of public transportation and multimodal experts located in various offices throughout the United States to promote and diversify the firm’s multimodal and public transportation and technical planning, policy, and finance services. 

The Public Transportation Department Manager will also manage, supervise, and mentor team of transit planners. Responsibilities will include reviewing and providing feedback on staff work products, providing training and guidance to staff, coordinating staff workloads, working with staff to develop and achieve professional development goals, evaluating performance, and maintaining a culture of collaboration by being both an effective team leader and contributor.

The Public Transportation Department Manager must have at least 10 years of experience in total, with 7 or more years of multimodal and public transportation experience in the areas of technical consulting, transit operations, or a combination thereof.  Specific areas of expertise should include fixed route bus transit, shared ride/demand response, passenger rail, safety, bicycle/pedestrian modes, and community/stakeholder engagement.  The successful candidate should also have expertise in transportation funding and policy and have a fundamental understanding of Federal Transit Administration (FTA) programs including Bus and Bus and Bus Facilities, Procurement, State of Good Repair, Buy America, and Access and Mobility.

The successful candidate will work in a fast-paced environment with a dynamic team of professionals that focus on making a difference and delivering value. The successful candidate will entail the following characteristics:

  • Experience with local transit agencies and operations.

  • Previous experience assisting transit agencies with Transit Development Plans, Operations Plans, Strategic Plans, etc.

  • Shared Ride and Microtransit experience a plus.

  • Ability to conduct research and prepare technical planning reports.

  • Ability to establish and manage project work plans, budgets, and staffing plans.

  • Knowledge and expertise in transit planning and interrelated planning disciplines, including active transportation, emerging mobility, program management, community outreach/engagement, and policy analysis.

  • Knowledge and expertise in public funding, including successful grant application development for Pennsylvania and USDOT transportation funding programs.

  • Ability to understand client needs and create valuable partnerships.

  • Ability to coordinate business development activities and support growth objectives.

  • Ability to coach, mentor, and manage staff.

  • Excellent oral and written communication skills for preparing and presenting reports and projects.

  • Strong analytical skills and the ability to work independently as well as in multi-disciplinary teams. 

  • Experience with the Microsoft Suite of programs.

  • Experience and/or familiarity with other programs, such as ESRI ArcMap GIS is desired.

  • Ability to accommodate moderate travel including a valid driver’s license. 

PROFESSIONAL REQUIREMENTS

  • 10 years of experience in total, with 7 or more years of multimodal and public transportation experience in the areas of technical consulting, transit operations, or a combination thereof.

  • Bachelors or Masters degree in planning, engineering, environmental, or transportation management.

  • Microsoft Office Suite, with proficiencies in MS Word, MS Excel, and MS Access.   Data analytics and management is a key skill set.

  • American Institute of Certified Planners (AICP) desired but not required.  

COMPENSATION

  • The salary range for this position is $100,942- $174,870 in Harrisburg, PA. This will be dependent on the experience and expertise of the incoming candidate.

As a part of our Construction Management Team, the Construction Manager will help ensure the construction of highways and bridges is performed and managed according to the plans and specifications. You will build and maintain relationships with the client managers. You will act as an agent of the client in dealing with contractors. You will be responsible to oversee the contractor activities and facilitate resolution of issues, such as performance, construction schedules, and claim resolution.
